Adam Clater, chief architect of Red Hat’s North American public sector business, said the Trump administration’s move to enact the Modernizing Government Technology Act will help empower agency chief information officers to invest in information technology modernization programs.
He wrote in an opinion piece posted Friday on Nextgov that MGT Act provides funds for federal agencies to update IT systems, automate processes and adopt shared services.
The Report to the President on Federal IT Modernization and the Federal IT Shared Services Strategy indicate that a shared service can help reduce waste and duplication, according to Clater.
He noted, however, that some agencies continue to use legacy and disparate systems that can affect information exchange and present systems integration challenges for agency CIOs.
Clater said agencies should adopt “as-a-service” platforms that are built upon open standards and designed to integrate with multiple infrastructures and services.
“Open source has the potential to perform as the triple threat of commoditization, automation and innovation that can fuel the innovation and savings cycle while federal CIOs celebrate their newfound empowerment.”
