David Scali has been selected by Changeis as contract strategist, bringing his expertise in contract oversight to the company.
In his new role, Scali will apply his more than 35 years of experience in federal acquisitions to help drive Changeis’ expansion initiatives, the Arlington, Virginia-headquartered enterprise announced on Tuesday.
“We are pleased to add Dave to our team. Having known Dave for years, we have firsthand knowledge of his professional expertise and reputation within our key markets,” said Changeis Executive Vice President Varun Malhotra.
Prior to joining Changeis, Scali spent decades working in the government. He served as a contracting officer at the General Services Administration for six years, during which his responsibilities included preparing solicitation packages, advertising, opening and evaluating bids, preparing price analysis and making award recommendations.
Following his time with the GSA, Scali was director of the Acquisition Division at the Department of Transportation Volpe Center, where he spearheaded multiple contract programs, including the federal government’s first set of multiple award task order contracts.
He later spent 11 years at MicroSystems Automation Group, a Service-Disabled Veteran-Owned Small Business that provides information technology services.
Scali has also worked as an independent acquisition consultant, advising both small and large companies on the federal acquisition process.
