2022 proved to be a milestone year for the Department of Defense’s Joint All-Domain Command and Control initiative, and federal leaders are anticipating even more progress in 2023 as JADC2 begins to take shape across the DOD.
The DOD released its JADC2 strategy in June 2021, laying out goals and marking an important first step in transitioning the initiative from concept to reality. However, JADC2 momentum slowed without high-level oversight, clear plans for implementation and unification across military services.

To get the program back on track, the DOD published a JADC2 implementation plan — and an unclassified version of the strategy — in March 2022.
“JADC2 is delivering capabilities beginning now, and it will continue to be funded in the coming years,” said Deputy Secretary of Defense Kathleen Hicks, a Wash100 Award winner, of the plan’s release.
Seven months later, the Pentagon established a new office designed to unify JADC2 efforts across the military branches and provide dedicated, higher-level management for the initiative for the first time.
The acquisition, integration and interoperability office will operate under the Office of the Secretary of Defense and will be led by Dave Tremper, director of electronic warfare in the Office of the Undersecretary of Defense for Acquisition and Sustainment.
