Rafael Borras, a veteran federal government and industry leader, has been appointed president and CEO of the Homeland Security and Defense Business Council.
He succeeds Marc Pearl, who retired from the council in March, and will serve on the organization’s board as a member, HSDBC said Monday.
“Rafael’s extensive experience in both the public and private sectors gives him a unique understanding of the needs and priorities of the HSDBC membership, as well as our government partners,†said John Saad, chairman of the board of directors at HSDBC.
Saad, also a partner and national security segment leader at Guidehouse, added that Borras is committed to the mission of homeland security enterprise and will bring new ideas to the council’s programs in support of HSDBC’s members and government partners.
Borras most recently served as a senior executive and domestic security expert at management consulting firm A.T. Kearney. His more than 30-year career included time as undersecretary for management and acting deputy secretary at the Department of Homeland Security. He also held leadership roles at the Department of Commerce and the General Services Administration.
HSDBC is a not-for-profit organization of large companies, mid-tier and small businesses providing technology and services to the homeland security industry.
