William “Jim†Haynes is Executive Vice President, General Counsel, and Corporate Secretary of CSRA. Jim is responsible for overseeing CSRA’s legal affairs, compliance matters and corporate governance.
With more than 30 years of experience, Mr. Haynes has held a number of senior positions within the private sector and in the U.S. Government, including Executive Vice President and General Counsel of SIGA Technologies (2012-2016), Chief Corporate Counsel at Chevron Corporation (2008 – 2012), General Counsel of the Department of Defense (2001 – 2008), partner in the national law firm Jenner & Block (1993 – 1996 and 1999 – 2001), Vice President and Associate General Counsel of General Dynamics Corporation (1996 – 1999), and General Counsel of the Department of the Army (1990 – 1993).
ExecutiveBiz: As we move into a new government fiscal year, what are some of the things you’re thinking about, and do you see public-private collaborations becoming increasingly important?
Jim Haynes: It’s an extremely exciting time to be in federal IT and this new fiscal year is going to be interesting to say the least. We have a Presidential election approaching quickly with transition teams poised to swoop the minute the result is known, there’s an increasing focus on government IT modernization, and the prospect of acquisition reform is on the horizon. The industry landscape is also changing. We’re still seeing a great deal of consolidation and the continued emergence of commercial technology providers who can really help bring new ideas and innovations to the federal IT community.
What I’m most encouraged by is how CSRA is continuing to forge great partnerships with government agencies and departments, commercial cloud providers, our industry peers, and many of the innovative companies located anywhere from Silicon Valley and Boston to the DC Metro area. These partnerships are critical in modernizing federal IT infrastructures and applications and they will undoubtedly help the government to deliver better services to our citizens. It’s a great time to be in this industry and I’m delighted to be a part of it.
