Ken Glueck, an executive vice president at Oracle, said the federal government looking to advance information technology modernization should focus on buying commercial cloud applications.
“Focusing on applications also brings the additional benefit of modernizing government infrastructure. Investing in applications makes government data centers more efficient and secure as part of the package because modern cloud applications come with cloud infrastructure already included,†Glueck wrote in a blog post published Tuesday.
Adopting commercial off-the-shelf cloud apps could help agencies improve mission outcomes without vendor lock in or capital investment and align processes with commercial best practices, he noted.
Glueck said the federal government should take several steps to advance the adoption of commercial cloud apps, including the need for the White House to prioritize applications over infrastructure in its federal IT modernization and cloud strategies and the transition to shared service centers for cloud applications.
He also called on the government to speed up IT modernization by advancing the use of centers of excellence focusing on cloud applications and develop dashboards and metrics on cloud usage.
