Tom Romeo, president of Maximus‘ federal services business, has observed many government organizations turning to an outcomes-based contracting model to acquire services for large-scale projects, CivSource reported Tuesday.

“Focusing on tools and systems and only looking at what tools are going to solve the problem isn’t solving the whole picture,” Romeo told CivSource.
“Both government and contractors are beginning to understand that the whole picture has to be consistent and understandable by people coming to government and people within government,” he added, according to the publication.
He noted to CivSource that agencies have established internal groups or frameworks that aim to integrate technologies into their public-facing programs.
During the interview, Romeo cited the General Services Administration‘s 18F digital services team and the Social Security Administration‘s Road to 2025 vision as evidence of a broader focus on citizen engagement issues in the federal government.
