Jason Keplinger, chief technology officer at information technology services contractor T-Rex Solutions, told FedScoop in a video interview posted Wednesday that meaningful progress has been made when it comes to federal IT modernization driven by policy, program and technology at enterprise level.
For the policy aspect, he cited the Modernizing Government Technology Act, which sets aside budget for agencies to advance IT modernization efforts.
Keplinger said there are factors and technologies that come together that allow agencies to move forward with IT modernization at an enterprise level and those include DevSecOps, data management and automation.
He noted that a flexible strategy and vendors that can integrate tech products in an enterprise fashion are the two building blocks when it comes to the adoption of emerging technologies in the federal space.
He also discussed the need to focus on cybersecurity by looking at the threat landscape as agencies carry out their IT modernization initiatives.
Agencies seeking to recruit and retain top talent should consider implementing a flexible workspace, information and platform sharing efforts and rotations that allow employees to move across programs, Keplinger said.
