Wes Bush, chief executive officer of Northrop Grumman, urges the government to allow federal contracting personnel flexibility in making procurement decisions to achieve efficiency, The Washington Post reported Sunday.
Bush spoke at the recent National Contract Management Association World Congress about the need to practice a flexible acquisitions approach amid the government’s tendency to award contracts to vendors offering the lowest price, Amrita Jayakumar writes.
“The predicate of negotiating a good contract must be the realization that one size does not fit all,” Bush said at the event.
Former Department of Homeland Security chief procurement officer Nick Nayak agrees, although he also highlights that the government should communicate with industry about their contracting needs beyond the formal procurement process.
Jayakumar reports that contractors view the government’s cost-reduction efforts in contracting due to budget constraints could also affect the quality of work.
Instead, NCMA Executive Director Michael Fischetti stated government contracting officials should consider all available tools to guide their decision-making regarding procurement, the report said.
