Bob Barr, former assistant commissioner of the Internal Revenue Service, has been appointed as a vice president in CGI Federal’s civilian business arm.
In his new role, Barr will guide CGI Federal’s Treasury account team in conducting its time-sensitive work to modernize the information technology of IRS, the Fairfax, Virginia-based enterprise said Friday.
“Bob brings tangible business solutions to federal customers, such as the IRS, to deliver strategy and forward-thinking solutions that maximize federal investments for mission critical modernizations,” said Alisa Bearfield, senior vice president and civilian sector lead at CGI Federal.
Barr has extensive experience in both public and private sector accounting and digital transformation. Since stepping down from his role with the IRS, he has held a number of industry roles at a variety of organizations, including First Command Financial Services and Accenture.
Most recently, he served as vice president of global business engineering for CGI, a role in which he supported the company’s government account teams and customers.
Barr has also chaired the federal subcommittee of the American National Standards Institute Accredited Standards Committee X12G, where he drove the establishment of electronic data interchange requirements for tax returns and electronic payments, and is the founding president of the trade association Council for Electronic Revenue Communication Advancement.

CGI Federal has recently made multiple other leadership changes. Just last month, the enterprise selected Darlene Coen, a former NASA acquisition official, as its new director and acquisition strategy head within its consulting, applications, solutions and technology arm.
In December 2022, Bruno Pesanti joined CGI Federal as vice president of the company’s defense intelligence and space unit.
