James Warthen serves as vice president of contracts at Reston, Virginia-based government services provider WBB.
He holds three decades of experience in contract work management across areas such as C4ISR, computer systems integration, research and development, training and intelligence.
Warthen has worked to develop business proposals in response to military aircraft solicitations and has managed contracts to build hardware and vehicle prototypes for the U.S. Army and the Navy.
He also oversaw the development of a reverse osmosis water purification system at Norfolk Naval Shipyard in Portsmouth and served as coordinator for labor union contracts under a NASA-run initiative.
Prior to WBB, he was a senior executive at a company for more than 10 years and helped spearhead that firm’s growth to exit from the Small Business Administration‘s 8(a) business development program.
He has also acted as a point of contact with the Defense Contract Management Agency and the Defense Contract Audit Agency.
