Angela Carrington is a vice president and partner in IBM’s public sector business consulting practice, where she serves as the industry executive for the departments of Homeland Security, Justice and Foreign Affairs (USAID and State).
As part of the IBM industry team, she leads IBM’s go to market efforts for these agencies.
Her areas of focus in 2014 are on CAMSS – Cloud, Analytics, Mobile, Social and Security; the IBM-Apple alliance; and bringing new mobile technologies to her clients.

Throughout Carrington’s career, her focus has been on large IT system integration and implementation jobs.
Prior to her current role, she helped deliver several projects for financial and procurement systems with several commercial-off-the-shelf packages such as Momentum, SAP and Oracle.
Agencies she worked with on financial management systems include the departments of Justice, Defense, Energy and Transportation; the Defense Finance Accounting Service Headquarters; Federal Aviation Administration; Transportation Security Administration; and the U.S. Agency for International Development.
Carrington also worked at USCIS in 2010 and 2011Â as part of the effort to transform the agency’s business, infrastructure, and organization efficiency by moving from a form-and-paper-based system to an electronic, account-based paperless platform, supporting the mission of the agency’s office of transformation coordination.
Her areas of experience include systems integration, project management, financial management, procurement and contracts management, budgeting and accounting.
She holds an M.B.A. from George Washington University and holds certifications as a project management professional, information assurance audits and procurement and contracts management.
