A joint venture of ADG Tech Consulting and REI Systems has secured a Department of Health and Human Services contract to provide support services for a system used to manage the Child Care and Development Fund, or CCDF, program.
REI said Tuesday the $22.3 million contract awarded by the HHS Administration for Children and Families, or ACF, calls for ADG-REI Technology Ventures to support the Child Care Automated Reporting System, or CARS.
What Is CARS?
CARS is an Appian-based low code system that helps ACF monitor and enhance child care services for low-income families by collecting and analyzing data from U.S. states, tribal governments and territories.
The system supports data collection initiatives related to child care providers, family co-payments, eligibility, payment rates and other metrics that impact child care services across the country.
Contract Scope
Under the HHS contract, the joint venture will work with ACF’s Office of Child Care to improve CARS to ensure that the system aligns with new policies as the department expects the publication of the CCDF final rule in the spring of 2025. The final rule seeks to streamline eligibility processes and enhance child care access.
ADG-REI will improve data collection and reporting to help ACF make informed decisions on child care services and ensure that the system is equipped to manage changes in reporting requirements.
