James Gilmore III, former U.S. Ambassador to the Organization for Security and Cooperation in Europe, was presented with the National Capital Area Council of the Boy Scouts of America’s Technology Good Scout Award in 1998, a time when he was serving as the 68th governor of Virginia.
During his term from 1998 to 2002, Gilmore put emphasis on advancing education through reduced tuition and fees for college students in Virginia. He also established the first Secretariat of Technology to enhance the industry and promoted business development for the state.
Gilmore, as representative to the U.S. mission to OSCE, reached out to fellow ambassadors appointed by the member countries and helped address conflicts in east Ukraine, Belarus, Georgia, Moldova, Azerbaijan and Armenia.
