Michael Dougherty is the director for law enforcement solutions and U.S. business development at Raytheon, a role he has held since May 2009.
Prior to his current role, Dougherty served as a citizenship and immigration services ombudsman at the U.S. Department of Homeland Security for one year and three months.
He also held a senior policy adviser role in DHS’ immigration, border and transportation security directorate and worked as a legislative counsel to Senator John Kyl before he became a DHS ombudsman.
He did two stints at the U.S. Justice Department, serving as a trial attorney in the agency’s immigration litigation office and as an attorney adviser in the executive office for immigration review.
He holds a juris doctorate from the Catholic University of America Columbus School of Law.
