Steven Tough, a more than 20-year health care industry veteran, has joined the advisory board of health information technology services firm Cognitive Medical Systems.

Tough previously served as president of government programs at Health Net, where he also headed the federal services division and led operations related to the company’s Department of Veterans Affairs and Medicaid programs, Cognitive Medical Systems said in a press release.

He was also CEO of the California Association of Health Plans trade association and held leadership roles at Maximus and Foundation Health Corp. before the latter was acquired by Health Net.
