Regan joined Whiting-Turner Contracting Company as a project engineer in 1980. Previously, he was involved in the Maryland State Highway Administration construction inspection. Over four decades of tenure, he worked on diverse projects, including utility, public works, water, wastewater, and power.
Anthony Moag, Chief Operating Officer
