David Berteau, president and CEO of the Professional Services Council, told Federal News Network in an interview posted Wednesday about the potential benefits of extending section 3610 through the end of September in the latest stimulus bill to federal contractors amid the COVID-19 pandemic. Section 3610 “basically authorizes programs across the government, civilian agencies, the intelligence community and the Defense Department to reimburse contractors for costs they incur, keeping skilled personnel and key workers on the payroll when they can either access the facility due to some restrictions, Covid-19, etc, or do the work remotely,” said Berteau, a two-time Wash100 awardee.


A new Professional Services Council survey has identified five themes based on interviews with more than 22 government officials from 10 federal agencies and one of those is operational resilience and adaptability of the workforce during the COVID-19 pandemic. Government respondents in the 2020 Biennial Acquisition Policy Survey: A New Paradigm said procurement offices shifted to telework with minimal interruptions to business operations.
