The Defense Department’s Better Buying Power program has spurred the adoption of “lowest price-technically acceptable” methods to procure supplies and services across DoD, Alex Rossino writes in a blog post for Deltek.
Rossino, a principal research analyst at Deltek, says BBP aims to speed up acquisitions and help the DoD integrate platforms with its information technology infrastructure through “short term procurements with limited objectives.â€
BBP also seeks to promote the use of open and interoperable technology platforms within the agency, Rossino writes.
He notes that such an initiative also helps promote the adoption of LPTA process within the agency since short-term baselines in LPTA-based contracts are “inherently simpler†compared with long-term programs.
“DoD program personnel can then quickly check the ‘technical acceptability’ box and move to an award based on price,†Rossino adds.
