Kevin Plexico, senior vice president of information solutions at Deltek, has been featured in the 2023 edition of the Wash100 – Executive Mosaic’s annual selection of public and private sector leaders who drove the government contracting narrative for the past year.

In 2022, Plexico has demonstrated thought leadership to help contractors gain unique insights into evolving customer priorities, budgets and programs.
He outlined the four phases of the contract lifecycle in a March 29 piece for Executive Mosaic’s GovCon Expert forum and encouraged businesses to ensure they carefully plan efforts to identify strategic sales, win awards, fulfill contracts and complete deliverables.
“Taking the right actions at the right times, and with the right information guiding their decisions, will help contractors manage the complexity of public sector sales and get on the right path to growing their government business,” the four-time honoree wrote.
Deltek found that most contractors who took part in the company’s 13th annual Clarity GovCon Industry Study were optimistic about possible new sources of revenue as industry emerged from the business impacts of the COVID-19 pandemic.
“We heard from many businesses that although 2021 was not necessarily a stellar year overall, business development (BD) results moving into 2022 were surprisingly positive with increased win rates expected and a favourable growth outlook,” Plexico said in May.
In a June 14 GovCon Expert article, he offered tips on what contractors should do to manage increased competition for government opportunities, prioritize BD resources and navigate through a restrictive spending environment.
“With the right strategy, solid execution, and the courage to invest in the appropriate resources, business development professionals can have the confidence that the market opportunity is available for them to be successful,” the Deltek executive noted.
As the end of the government’s 2022 fiscal year drew closer, Plexico offered a preview of Deltek’s work to help both large and small businesses identify top federal opportunities across the professional services and architecture, engineering and construction sectors.
He wrote in a Sept. 22 article the company intends for its GovWin IQ platform to provide customers a single place to capture valuable information about market trends.
In the same month, Deltek completed the acquisition of TIP Technologies to add quality management and manufacturing execution offerings for the GovCon sector.
As he looks forward, Plexico pointed to the $1.7 trillion omnibus package, governmentwide cybersecurity goals and inflation as some of the key trends his research team expects to impact industry in the year ahead.
“With 2023 appropriations in place, agencies are poised to move forward with strong investment plans underpinned by significant budget increases,” he said. “As always, paying close attention to the latest market intelligence is critical for firms to succeed.”
