Pat Mungovan, senior vice president and general manager of North America Government and Education business for Oracle Public Sector, was named to the 2022 Wash100 Award recipients, the most respected and prestigious award in all of government contracting (GovCon), for leading and driving cloud infrastructure for federal agencies as well as the push for clean energy and digital transformation capabilities as well.

Mungovan joined Oracle back in 2005 as the senior director of Business Value Services for the company’s Global Industry Business Unit. Over his sixteen-year tenure, he climbed the ladder in a variety of senior leadership roles until he became the senior vice president and general manager of Government and Education in North America for Oracle back in May 2020.
In his current role, Mungovan is responsible for cloud and license technology revenue, engineering, strategy and business development, customer success, and performance management across the government and education business.
In a featured post from Mungovan, he emphasized the critical importance of cloud infrastructure in the federal government and stressed how Oracle is able to provide something more than a “one size fits all approach” for those in need of cloud capabilities as well as the power of possessing open technology, most-effective cloud and leading SaaS and platform infrastructure.
“We are serious about our cloud. Some vendors are the “retail” cloud, competing with Walmart or Target. Others call themselves the “smart” cloud, which I suppose is a relative concept,” Mungovan explained. “Oracle provides a serious cloud that has been designed for massive government workloads – running mission-critical applications and infrastructure securely, efficiently, and effectively.”
In addition, Mungovan also has discussed how operations and maintenance is the “fossil fuel” for IT modernization efforts within the federal government. He explained that a lot of resources are mainly focused on running and maintaining existing legacy environments, which in today’s day and age stifles innovation, constraints agility, and forces reactive behavior and outcomes.
“Cloud Smart is the clean energy of tomorrow and the way to unlock O&M, but execution is just starting. Also, cloud smart specifically calls for a multi-cloud delivery model that unlocks innovation,” said Mungovan. “Challenge the industry innovators to innovate alongside, in partnership, and in concert with the government’s mission.”
Most recently, Oracle achieved FedRAMP authorization status for a batch of its services. The company now has more than 70 services FedRAMP certified and these allow its customers to manage patches and updates, work with log data, search metadata across an enterprise and share cloud resources.
