State Department Seeks Global Advisory Services Contractor - top government contractors - best government contracting event

The Department of State has issued a request for proposals for a multiple-award indefinite-delivery/indefinite-quantity contract on administrative and general management consulting services for offices under the department’s African and political-military affairs bureaus. The contract has a potential value of $250 million and a five year period of performance, according to the RFP posted Monday on SAM.gov.

The department is seeking a contractor for professional services, such as technical training and monitoring, and global logistics support to countries and organizations outside the continental United States. A prospective vendor should be ready to locate advisers within the host nation organizations and military units. The advisers should be well-informed on the environments of their work assignments, including the host countries’ language, customs and traditions.

The RFP lined up 26 direct labor categories required in the IDIQ contract, including an overall program manager, site coordinators and advisers on legal and cybersecurity matters. The contractor will be responsible for recruiting and screening the candidates for the positions, as well as justifying their qualifications and highlighting their potential contributions to the State Department’s activities in the host nation.

The solicitation is divided into two pools composed of a full and open competition and another for Service-Disabled Veteran-Owned Small Businesses and Women-Owned Small Businesses. The deadline for the submission of proposals is on April 10. A presolicitation notice on the RFP was issued in November.

Academi Training Center, Culmen International and SAIC secured in 2019 a State Department contract for global advisory and support services set for a potential $150 million under a five-year term.
