Achieving President Donald Trump’s mandate for government agencies to demonstrate greater efficiency while still achieving their missions would require an approach that goes beyond traditional cost-cutting measures, according to LMI‘s Christine Cocrane, Keith Rodgers and Matthew Finney.

Impact-Oriented Modernization

To comply with the efficiency mandate, agencies must carry out their modernization efforts in an impact-oriented way, focusing not only on the technology but also on processes and the workforce, Cocrane, senior vice president for management advisory services; Rodgers, SVP for digital and analytic solutions; and Finney, vice president of generative artificial intelligence, recommended in an article published on the LMI website.

Prioritizing Core Mission Areas

Foundational to such efforts are the identification and prioritization of core mission areas, the establishment of required resourcing for such activities and the alignment of modernization initiatives to measurable mission impact and financial targets.

Technology and Process Improvements

Concerning technology, the authors recommended that an agency carry out modernization with its entire portfolio in view and with a focus on the core mission and competencies. Concerning processes, the authors proposed selecting those that would most benefit from the use of generative AI and automation.

Workforce Upgrades

At the same time, the authors said that agencies should look to upgrade the capabilities and expertise of its workforce in order for efficiency gains to be captured and sustained. Workflows should also be designed to integrate their human and AI components so as to optimize and maximize the capabilities of each.
