Oswaldo Holguin, a finance executive whose experience spans more than three decades, has been appointed vice president and chief financial officer at research services provider Westat.

He brings to the position his leadership experience and expertise in strategic planning and implementation, accounting, expansion strategies, investments and new business design, Westat said Thursday.

Before Westat, Holguin spent 10 years as CFO at Creative Associates International, where he led contracts, analysis and planning, audits, corporate and global accounting, treasury services and other financial functions.

He also served as VP of financial management and global operations controller at Abt Associates.

Derek Ellis, senior VP and chief operations officer at Westat, said Holguin succeeds Susan Mountford, a 10-year company veteran, and will work closely with the former CFO to facilitate a smooth transition.

Ellis added that Holguin will be key to the finance team and Westat as he drives transformational change.

Westat is a Rockville, Maryland-based employee-owned firm focused on providing clinical and public health services research, technical assistance, data collection and analysis, evaluation and communications support for federal agencies, state and local agencies and private sector organizations.
