Federal agencies should be guided with the factual purposes of ChatGPT in order to objectively assess the technology’s impact on their workforce and stakeholders, according to Empower AI Chief Technology Officer Allen Badeau

In a Federal Times article published Friday, Badeau discussed the applications and ethical aspects of ChatGPT in an effort to allay fears that the technology will replace human employees and cause bias and inaccurate information distribution.

He observed some government organizations are exploring artificial intelligence innovations to modernize processes and improve customer service.

The Empower AI executive noted chatbots and other large language models could facilitate internet-based employee training as well as access to work-related data, policies and procedures.

Badeau warned that, without the proper guardrails, LLMs can be manipulated to answer with bias and violate ethical policies.

“Agencies must understand that ChatGPT is not a panacea for all challenges,” the CTO explained.

“To unlock its full potential, the government must carefully tailor the tool for specific applications while educating employees on its capabilities, applications and risks.”
