Executive Mosaic is pleased to announce Doug Wagoner, president and CEO of LMI, as a 2023 Wash100 Award winner for shepherding the government consulting firm through its expansion into the space market and innovation support to customers. This recognition is Wagoner’s fourth Wash100 win.
“Doug Wagoner has shepherded the fundamental transformation of LMI into one of the industry’s most advantageously positioned contractors in the critical aperture of logistics for defense and space, health care and civilian, homeland security and intelligence markets,” said Jim Garrettson, CEO of Executive Mosaic and creator of the Wash100 Award.
LMI marked 2022 with its decision to divest its for-profit subsidiary to a consortium of three investment firms, splitting the management consulting and technology firm into two distinct organizations: a nonprofit independent entity – NobleReach Foundation – and a for-profit organization operating under the LMI brand.
Wagoner, who joined LMI in 2020, said the move “will better position LMI to innovate and support the missions of its government customers.”
He told ExecutiveBiz in a July 2022 Executive Spotlight interview that the decision stemmed from the creation of a strategy in 2020 to grow the company to $750 million by the end of 2025 with the intent to “begin to operate more like a business than a traditional nonprofit because we have a lot of great capabilities.”
“For a year or two, LMI realized for us to continue our growth trajectory that we would need additional investment for [both] bigger acquisitions [and] investment in technology,” Wagoner told Defense News.
He noted that the split was driven by how the government procures services.
“They don’t want to buy just individuals or people,” Wagoner said of agencies. “You need to come to the market with a solution. That takes investment.”
In December, LMI acquired Synaptech to enter the growing space market and integrate offerings to advance innovation in mission support of Department of Defense customers, marking its first purchase since becoming a for-profit entity.
The acquired company offers the proprietary Rapid Analysis and Prototyping Toolkit for Resiliency software or RAPTR, for analysis, visualization, modeling and simulation in the space warfighting domain.
“LMI is thrilled to be entering the fast-paced, growing space market by acquiring Synaptech, which protects our nation’s national security assets and provides senior leaders with physics-backed decisional options,” said Wagoner.
“To help our customers innovate at the pace of need, one must understand all discrete and interdependent operational domains from the sea floor and sea surface, to ground, air, cyber, and space. The acquisition of Synaptech enables LMI total multi-domain awareness at scale,” he added.
In the Executive Spotlight interview, Wagoner noted that LMI is interested in expanding capabilities in digital transformation, low-code/no-code and cybersecurity and buying another company in the health care market. He also cited the firm’s focus on space, national security and intelligence areas.
“The top priority for LMI right now is in the national security, intelligence, and space sectors. … We really want diversification, and we feel, especially in the logistics business, that we have a lot to offer the intelligence community and space from our expansive logistics portfolio,” he said.
LMI booked major contracts in 2022, including a spot on a $10 billion Defense Health Agency contract vehicle – OMNIBUS IV – intended to address medical research and development requirements in the U.S. military, a $450 million contract from the Department of Defense to continue its work on a science and mathematics mentor and scholarship program.
The firm also secured a three-year task order to support the logistics and medical component of the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense. It was also selected to help a U.S. Army center research, develop and test capabilities related to chemical and biological defense through its position on a potential 10-year, $869 million contract for scientific, technical, engineering and program support services.
The Virginia-based consultancy received a contract from a DOD office to help enhance the management and sustainment of weapon systems, military equipment and other resources needed to ensure warfighter readiness.
In November, Wagoner received the 2022 Technology Good Scout Award during an annual luncheon event hosted by the National Capital Area Council of the Boy Scouts of America.
In his acceptance speech, he welcomed the honor of being among leaders who were recognized for demonstrating scouting principles and values.
“I like to think that all of us in this room have served our country — some more than others, such as those who have worn the nation’s colors or who have dedicated their life to civilian work for our national security,” said Wagoner.
“For lifelong contractors, like me and many of you in the room, I like to think that we’ve also served the country in a small way, always trying to get the best people and best technology to help our government customers. That, too, is part of the oath — to help people at all times,” he added.
