Rob Carey, president of Cloudera Government Solutions, said he believes the Defense Information Systems Agency’s Data Strategy Implementation Plan should include measurable goals, a competent workforce and prepared organizational culture.

In a commentary published Wednesday on Defense News, Carey recommended that the agency directly involve C-suite executive leadership to ensure the success of IPlan.

The data-centric strategy aims to improve the functionality of DISA’s information management systems within the confines of the Department of Defense’s own digital transformation plans. 

But despite the aggressive timeline of IPlan’s 2023 goals, the agency still lacks cyber- and data-related staff to carry out its objectives, according to Carey.

He urged DISA to prioritize the recruitment and training of a technology-savvy workforce to address this gap.

With a clear understanding of data and a trained and developed workforce, DISA will be able to provide informed insights to senior leaders that they didn’t have before.”

Carey also suggested that IPlan’s goals specify essential initiatives and include guidelines for its long-term implementation. Achieving these targets should begin from the top of the organization, through the coordination of the chief information officer, chief information security officer and chief data officer, he added.
