In July 2021, HII struck a $1.65 billion cash deal to acquire Alion Science and Technology from Veritas Capital as part of a push to expand its technical capabilities and portfolio of national security platforms.

The Newport News, Virginia-based shipbuilding company expected the deal to help expand its capabilities in multidomain distributed operations to meet future readiness and modernization priorities of the U.S. Navy and the Department of Defense.

“The combination of Alion and our Technical Solutions business represents a significant value creation opportunity that broadens our capabilities and customer access in our target markets,” said Green.

“The experienced Alion team and the highly complementary solutions and products they provide are consistent with the strategic vision we have articulated for the Technical Solutions business, and we are excited about the significant growth potential this combination represents.”

HII closed the acquisition of Alion a month after the transaction was first announced. Alion, which was integrated with Technical Solutions, focused on providing research and development and engineering support in intelligence, surveillance and reconnaissance, cyber, data analytics and military training and simulation, among other areas, for the intelligence community and DOD customers.

At that time, the company had more than 3,200 employees with over 80 percent of them holding security clearances, over $5 billion in estimated contract value and $3 billion in backlog.

“Alion is a perfect complement to our existing capabilities in the technology-driven defense and federal solutions space,” Green said at the time.

He added that the acquired company’s products and services align with the strategic focus in HII’s government business.

In August 2021, HII announced a string of executive moves and the formation of four new business groups within its Technical Solutions business after it completed its purchase of Alion. These four groups are intelligence, surveillance and reconnaissance; live, virtual and constructive solutions; cyber and electronic warfare; fleet sustainment.

Former Alion executives Todd Borkey and Chris Bishop joined the HII Technical Solutions division as chief technology officer and chief growth officer, respectively. Chris Soong, formerly SVP and chief information officer at Alion, was named CIO at the HII division.

Green said the executive appointments would enable the division to accelerate its delivery of national security services to customers and drive its growth efforts.

“These professionals are the best and brightest in their respective fields and functions. I am confident that together with the rest of the Technical Solutions leaders and teams — and the unparalleled capabilities we bring to our customers — we will accelerate national security solutions and the growth and success of our division,” he noted.

In early 2021, PMC Capital bought Houston-based UniversalPegasus International, an engineering design and project management services provider to the energy sector, from HII.

“We are pleased to have reached this agreement,” said Green. “It will enable UPI to continue to flourish, ensuring the business remains at the forefront of innovation and customer service in the future.”

HII started calendar year 2021 with the acquisition of Spatial Integrated Systems’ autonomy business for an undisclosed sum as part of efforts to further expand its unmanned systems capabilities.

“We are excited to welcome the SIS autonomy business employees to the HII family,” said Green. “2020 was a significant year for HII in the unmanned systems industry, and this acquisition is the perfect complement to our existing portfolio and strategic partnerships.”

During a conference in August, Green said HII sees the market for unmanned underwater vehicles and unmanned surface vehicles as a “high growth area.”

“We’re aligned with the Navy’s idea that unmanned vehicles are going to be a significant component of the future fleet,” Green said. “We have thought about the maintenance of these vehicles. … There’s a long logistics and sustainment train that goes along with that that we’ve got to think about.

Green has been serving in the role since 2016 with oversight of the shipbuilder’s national security platforms across information technology, C5ISR support, unmanned systems and logistics support and fleet maintenance and modernization, among other areas.

Prior to HII, he worked at Celanese, Wells Fargo Securities and Eaton. The former U.S. Navy nuclear submarine officer is serving his second term on the Professional Services Council’s board of directors.
