Blair Duncan, former chief human capital officer of the Department of Health and Human Services, has been appointed as Golden Key Group‘s executive vice president of federal innovation and transformation.
In this capacity, Duncan will drive business transformation initiatives aimed at supporting the workforce, modernization efforts of the federal government, the professional services firm said Tuesday.
He will also serve as the principal adviser to the CEO and lead the initiatives intended to help improve human capital management services offered by the government.
Gretchen McCracken, founder and CEO of GKG, said Duncan has proven experience in federal human capital management. “He’s been in the trenches and on the front lines driving federal human resources and transformation successes.”
Prior to Duncan’s appointment, the 35-year veteran in HR and human capital management served as CHCO and deputy assistant secretary at the HHS, where he led its 15-percent participation increase for the Federal Employee Viewpoint Survey.
At the Department of Commerce, he also took part in the strategic workforce planning in the National Oceanic and Atmospheric Administration.
Duncan is a retired U.S. Army lieutenant colonel.
