The Naval Surface Warfare Center’s Dahlgren Division is looking to partner with companies to conduct a bibliometric analysis of intellectual properties in the technology watch and horizon scanning areas.
NSWCDD created a method to determine the quantity of scientific platforms at Naval Sea Systems Command warfare centers, as well as assess how external parties use patents and the impact of institutional IPs across the government, commercial, academic and nonprofit sectors, according to a notice posted Friday on SAM.
The Dahlgren division seeks to enter into a cooperative research and development agreement with a potential contractor that has previous experience in performing a bibliometric or a scientometric assessment and in further developing a toolkit that could support such a project.
Interested parties can respond to the sources sought notice through April 5.
