The U.S. Marine Corps Systems Command is conducting market research to help inform the development of an enterprise data environment that will manage and disseminate open-source intelligence on potential threats.

The Integrated Information Intelligence program seeks to help the Marine Corps Cyber Operations Program Office deploy an OSINT platform that can provide real-time data analytics on publicly available information to generate actionable threat intelligence, MCSC said in a notice posted Monday on SAM.gov.

USMC envisions the Integrated Intelligence Platform to handle social media information and data from threat intelligence companies to produce an overarching “cyber common operating picture”, the request for information states.

IIP must also comply with Joint Cyber Warfighting Architecture guidelines to ensure interoperability beyond the Marine Corps Information Environment Enterprise.

The system will integrate OSINT with human and signals intelligence as well as cyber intelligence, surveillance and reconnaissance data to generate insights on threats including data manipulation or denial attacks.

USMC currently lacks an OSINT and PAI analysis tool that can provide accurate and timely interoperability for joint operations, according to the draft capability document.

Interested parties must have expertise in concepts such as open-source dashboards, dark web monitoring, geospatial discovery, PAI data mining, social media analytics and intelligence orchestration, the document states.

Responses to the RFI are due on Feb. 19.
