Sandeep Shilawat, executive director for cloud and DevOps at ManTech International, wrote in a Forbes article published Tuesday that the federal government should implement a mechanism in the budgeting process to allow program managers to reuse cloud adoption-related cost savings.

“This would increase the motivation for those advocating for smart cloud adoption as they will see benefits locally. Also, there should be incentives for systems integrators, CSPs and the contracting community to inject innovation that results in cost savings,” he added.

Shiwalat cited the need to measure the performance of cloud implementation initiatives through the use of “key performance indicators that include measuring the technical debt elimination rate and the change of pace of innovation associated with the program.”

He said federal agencies should work with systems integrators, cloud service providers and other industry partners to measure and achieve the economic benefits of cloud adoption.
