Army Eyes Six OTA Awards Under ‘Enterprise IT as a Service’ Program

The U.S. Army plans to award six contracts under the Enterprise Information Technology as a Service program using its “other transaction” authority, Bloomberg Government reported Friday.

“We are using the OTA process to do the prototyping of how to execute EITaaS more rapidly,” Tara Clements, a spokesperson for the Army’s program executive office for enterprise information systems, said in an email.

The service intends to award four EITaaS OTAs by the end of August and two more in fiscal year 2020 to support three lines of effort: network as a service; end-user services and devices; and compute and store.

According to BGOV, 176 companies took part in the industry day held Tuesday, May 7, at Fort Belvoir in Virginia. Companies that were present at the event include CACI International, General Dynamics, Leidos, Northrop Grumman, Perspecta, Amazon Web Services, Microsoft, IBM, Oracle and Google.

Clements said the service intends to use OTAs for the program’s pilot phase.

“Once we’ve completed the prototypes, the implementation phase would most likely be done through [Federal Acquisition Regulation] contracting with competition,” she said.
