Michael Niggel, CEO of Advanced Concepts and Technologies International, testified before the U.S. House Committee on Oversight and Reform, Subcommittee on Government Operations on Monday to address the impact the recent government shutdown had on federal contractors.

During the first panel, Niggel outlined the impact the government shutdown had on ACT I, the company’s employees and customers. He shared that ACT I employees were compensated for their salaries and benefits, at great expense to the company, during the government shutdown.

In addition, Niggel offered recommendations for Congressional action such as reimbursing contractors for requests for equitable adjustments (REAs) which are legal under the Federal Acquisition Regulation, compensating contractors working during appropriation lapses and shutdowns and enacting a two-year increase in the Budget Control Act (BCA) CAPS for FY 2020 and FY 2021 to increase stability and certainty for both government employees and the federal contractors supporting them.

“It is critical for the executive and legislative branches to work together to make our government function in an efficient and effective manner all the time,”  Niggel added

Michael Niggel addressed the subcommittee on the first panel alongside Citizant CEO Alba Alemán, President Ed Grabowski of Local 2061 International Association of Machinists and Aerospace Workers, CEO of Leidos and 2019 Wash100 Award recipient Roger Krone and David Berteau, president and CEO of the Professional Services Council and fellow 2019 Wash100 Award winner.
