William Eggers and John O’Leary of Deloitte’s Center for Government Insights wrote in a Nextgov article published Tuesday that there are five ideas federal agencies should consider as they reform their workforce management approach and one is recognizing the individual worker.

“Every employee is unique. Governments can adopt more flexible personnel systems, opening the door for higher pay, better use of contractors, and adjusted benefits packages,” Eggers and O’Leary wrote.

Other factors agencies should consider to update their workforce management policies include streamlining job classifications, preparing employees to changes through reskilling initiatives, implementing upskilling efforts and advancing the use of technology to build up human capabilities.

“People are the most important resource public leaders have, but the systems in place to manage that workforce are overdue for an overhaul,” they noted.

“Creative solutions, from more flexible rules to reskilling efforts, have the potential to help public organizations deliver on their mission and, at the same time, improve morale for employees,” they added.

Eggers is executive director of Deloitte’s Center for Government Insights and Leary serves as the state and local government research leader at the center.
