Alex Rossino, a principal research analyst at Deltek, has said the federal information technology modernization report issued by the White House American Technology Council has named the use of enterprise cybersecurity platforms and the Trusted Internet Connections policy as some of the barriers to cloud adoption.
The White House report calls for an update of the TIC policy and the National Cybersecurity Protection System program to advance cloud migration efforts among agencies, Rossino wrote in a blog entry posted Wednesday.
He noted about the need to introduce changes to contract vehicles to facilitate the procurement of commercial cloud services and implement an overhaul of the budgetary process.
Rossino also cited other recommendations in the White House report and their potential implications.
Those include the migration to cloud-based email and collaboration platforms that work to “leverage the government’s buying powerâ€; allocation of funds to shared services, cloud platforms and other modern technology systems; use of agile development practices; and the advancement of network consolidation and optimization.
He also mentioned the requirement for the Department of Homeland Security and the Office of Management and Budget to collaborate with security operations centers-as-a-service providers based on the IT modernization plan.
