The General Services Administration has asked information on potential vendors that can provide support services for the White House Office of American Innovation’s four proposed centers of excellence and its technology initiatives.
A FedBizOpps notice posted Friday says GSA’s Federal Acquisition Service is interested in companies that can help COEs provide identity and authentication support for account users, deliver cloud computing services, facilitate adoption of consolidated contact center services and advance data access.
GSA issued the request for information three months after a White House official announced plans to establish COEs to promote cross-agency services in the government.
GSA said it will set up a program management service within FAS to provide shared resources and consolidate tools, methodologies and techniques.
Potential contractors should provide each COE with consultants, change agents, strategists, and technologists; establish metrics and goals; maintain financial models for each center; develop interactive dashboards; and collaborate with agency transformation groups to help create a change management strategy.
Other industry support services include program management guidance, agile project management and development of a centralized approach to monitor progress against metrics.
GSA plans to award a contract in the form of a blanket purchase agreement or indefinite-delivery/indefinite-quantity contract with an ordering period of 36 months.
Responses to the RFI are due Nov. 1.
