Larry Hanauer, a former senior international policy analyst at RAND Corp., has joined the Intelligence and National Security Alliance as vice president for policy.

He will oversee the nonprofit organization’s councils, task forces and other member-driven groups that aim to address national security issues through thought leadership and collaborative, public-private recommendations, INSA said Wednesday.

At RAND, Hanaeur analyzed the effectiveness of foreign policy, defense and intelligence programs for the departments of Defense and State as well as the Central Intelligence Agency and the Defense Intelligence Agency.

“He is a well-respected and influential voice in the intelligence and defense communities on how the nation can best meet its national security challenges,” INSA President Chuck Alsup.

“I truly look forward to working with him as we continue to encourage meaningful discussion amongst our public, private, and academic partners,” Alsup added.

Before he joined RAND in 2010, Hanauer served as staff director of the House Permanent Select Committee on Intelligence’s terrorism, human intelligence, analysis and counterintelligence subcommittee.

In this capacity, he led oversight of the CIA, DIA, FBI’s national security branch and intelligence analysis staff at the departments of State, Treasury, Homeland Security and Energy.

He also previously served as an associate at Booz Allen Hamilton and worked on the company’s intelligence-related projects with CIA, DIA, DHS and the National Geospatial-Intelligence Agency.

Prior to Booz Allen, he was a policy adviser at the Office of the Secretary of Defense and special assistant to Jay Garner, the U.S. civil administrator for Iraq, as well as deputy director of Garner’s liaison office at DoD.
