Cliff Greenblatt is ASRC Federal general counsel and chief compliance officer. Greenblatt has responsibility for all legal aspects of the ASRC Federal enterprise including business and corporate transactions; government contracts compliance, litigation and disputes; and labor and employment matters. Greenblatt brings over 25 years legal experience in the government services industry in areas ranging from conducting sales transactions, handling and resolving litigation and disputes, to managing intellectual property and assuring company compliance with federal procurement laws and regulations. Prior to joining ASRC Federal, Greenblatt was vice president, general counsel and secretary for TASC, Inc. He served as an executive leader participating in company strategy planning and as a business partner with all levels of company management. He brings a successful history of handling and negotiating corporate transactions including mergers, acquisitions and financing.

ExecutiveBiz: What legal barriers do you see as ones that can be changed to facilitate more public-private collaborations?

Cliff Greenblatt: We actually can avoid barriers to collaboration by making sure the Government’s approach to intellectual property, licensing, and data rights is structured in a way that encourages collaboration.  Significant public-private collaboration occurs around the development, deployment, and advancement of technology for the very important Government missions that contractors support.  The Government’s approach to rights related to that technology can set the stage for a productive collaboration.  This includes many features already found in the acquisition rules, such as the Government agreeing to commercial licensing terms or the contract clauses that permit contractors to retain ownership of and reuse software and other technology.  These constructs establish a business environment that encourages technologies to be shared and advanced and attracts new technologies to the Government market.
