Stephen Yuter, formerly director of acquisition management and head of the contracting activity at the Department of Health and Human Services’ Indian Health Service, has joined Red Team Consulting as the director of capture strategy.
Yuter will manage Red Team’s strategic capture projects and advise customers on the government contract evaluation process and on capture and proposal planning, Red Team Consulting said in an email.
“As a former procurement executive across multiple agencies, Stephen’s insights will be invaluable to both our mature client base and those companies looking to grow into the federal market,” said Jeff Shen, a vice president of Red Team.
The 15-year federal acquisition and contract management veteran was most recently responsible for an annual contract spend of more than $750 million at HHS for the deals inked in fiscal year 2015.
Yuter has also served as branch chief for strategic acquisition at the HHS Program Support Center, deputy assistant chief procurement officer for policy, systems and risk management at the Department of Housing and Urban Development and a contracting team lead at the Agriculture and Homeland Security departments.
He holds a master’s certificate in government contracting from George Washington University’s School of Business and currently serves on the board of directors of the National Contract Management Association.
He also works as an adjunct professor of contract management and procurement at the University of Virginia.
