David Shields, a former managing director of the U.K. government’s procurement service, has joined ASI Government in the same role over the Arlington, Virginia-based firm’s procurement transformation and category management practice.
Shields led the U.K. government’s procurement transformation programs from 2005 to 2013 and oversaw an annual spend of $317 billion in the public sector there, ASI Government said Tuesday.
“David brings ASI and our clients best-practice public- and private-sector expertise in managing procurement transformation and the implementation of category management,” said Timothy Cooke, president and CEO of ASI Government.
He was a program director for markets and collaborative procurement at the U.K.’s government commerce office and also has previously worked for the country’s customs and excise department.
Shields also held private sector purchasing and procurement roles with AXA and CGU, now Aviva.
He founded consultancy firm Apsiz Services Ltd. in 2013.
