John “Jay” Donnelly serves as vice president of program integration and assessment at Huntington Ingalls Industries.
In this capacity, Donnelly oversees the shipbuilder’s research and development efforts and strategic initiatives and leads collaboration with federal agencies, trade groups and universities.
Prior to joining HII in 2013, he worked at Oceaneering International’s advanced technologies unit as vice president of program development.
During his more than three decades in the U.S. Navy, he served as commander of the Submarine Forces and Submarine Force Atlantic, commanding officer onboard USS McKee and USS Hyman G. Rickover submarines and sonar and weapons officer on USS Tautog Sturgeon-class attack submarine.
Donnelly is a member of the U.S. Gold Dolphins Association and Naval Submarine League.
The retired vice admiral holds a bachelor’s degree in physics from the U.S. Naval Academy and a master’s degree in engineering acoustics from the Naval Postgraduate School.
