James Dinkins serves as vice president and general manager of Thomson Reuters‘ special services business unit, which develops integrated tools for government and enterprise customers to access financial, legal, intellectual property, media and scientific data resources.

He joined Reuters in 2014 after more than 27 years of service in the federal government.

Dinkins previously served as executive associate director for the homeland security investigations division at the U.S. Immigration and Customs Enforcement agency.

In that capacity, he supervised a more than 9,000-employee organization that performs criminal investigations related to illegal cross-border trade, immigration and financial activities.

He also worked as a special agent in charge for the HSI division’s Washington and Baltimore field offices, as well as an assistant special agent at the unit’s Michigan and Ohio offices.

In 2004, he was promoted to chief of Cornerstone and Financial Investigation Programs at ICE headquarters.

He came to the federal government in 1986 as a co-operative education program student at the U.S. Customs Service and later held a special agent role at the agency’s San Francisco and Detroit offices.

He graduated magna cum laude with a bachelor’s degree in criminal justice from University of Detroit.
