Bill Jaffe_Technical and Project Engineering_EMBill Jaffe co-founded TAPE LLC with his wife Louisa Jaffe in 2003 and he serves as an executive vice president and general manager there.

He focuses on corporate development and proposal functions and is also responsible for the company’s mergers and acquisitions, indefinite-delivery/indefinite-quantity program management office and mentor-protege programs.

TAPE credits him for his efforts to help the company gain certifications such as the ISO 9001.

Before co-founding TAPE, he spent more than 25 years in consultancy, management and commercial executive-level roles and 20 of those years were spent in the federal contracting sector.

His experience includes leadership and operational positions at two 8(a)-certified small businesses, CACI International, Amtrak and Marriott.

Jaffe developed Behavior Based Performance Metrics Methodology, a proprietary performance-based management approach intended to use lessons learned and best practices in the project management and acquisition support fields.

He runs the FederalSmallBizSavvy.com as a platform for virtual dialogue between him and other small- and mid-tier federal contractors.

Jaffe holds an M.B.A. from the Amos Tuck School at Dartmouth College and a bachelor’s degree in international studies from Georgetown University’s School of Foreign Service with honors.
