Neel Mehta
John Blecher serves as senior vice president of contracts at DynCorp International.
Prior to DynCorp, he served VP and general manager of programs in Afghanistan and in Europe for Exelis and managed contracts to support more than 400 Afghan army and police sites.
He also oversaw LOGCAP business in Afghanistan through Fluor and work for the U.S. Army in Germany.
Blecher also served as a VP of contracts between 2004 and 2010.
During his 28-year military career, he supported the Air Force Logistics Command and NATO, was director of contracting in Europe, and retired as director of contracting for the Air Combat Command.
He holds an M.B.A. degree from the University of Oklahoma and a bachelor’s degree in engineering management from the U.S. Air Force Academy.
