
Jill Singer, former National Reconnaissance Office chief information officer, and John Gilligan, a former SRA International senior vice president of the defense group, have been appointed co-chairs of AFCEA International’s cyber committee.
The cyber committee comprises of representatives from government, private sector and academic institutions that aim to facilitate dialogue on cyber issues through meetings and papers, AFCEA International said Wednesday.
Singer and Gilligan will be responsible for helping to build relationships between the public and private sectors and coordinating AFCEA’s outreach efforts.
Vince Patton, AFCEA vice president of homeland security, said Singer and Gilligan succeed Zal Azmi and Charlie Croom.

Singer owns Tummler Singer Associates, a consulting firm focusing on transformation, strategy, leadership, and technology.
Prior to the NRO, she served as deputy CIO for the CIA and has also held industry positions at Science Applications International Corp., General Electric and IBM.
Gilligan currently serves as president of IT consulting group Gilligan Group, has held the CIO posts at both the Air Force and Energy Department and is a former Air Force program executive officer for battle management and command and control.
He also serves on a cybersecurity commission formed to advise President Barack Obama and worked on the Obama transition team for information technology in the defense and intelligence committees.
Gilligan currently serves as chairman of the board of directors for the Center for Internet Security, Cyber Griffin and HDT Global.
