DARPA is looking to develop new technology to circumvent “techniques that suppress, localize, and/or corrupt information.” Called Safer Warfighter Communications (SAFER), the technology “will enable safe, resilient communications over the Internet, particularly in situations in which a third-party is attempting to discover the identity or location of the end users, or block the communication.”
Specifically, the technology will “allow anonymous Internet communications to bypass techniques that suppress, localize, and/or corrupt information” including IP filtering/blocking, DNS hijacking/redirection and content filtering.
Block lists are used in a number of foreign countries to restrict access to certain types of websites, largely to suppress dissent. However, some countries also use the technology to block pornographic material.
Deep packet inspection can be employed by foreign espionage agencies to analyze U.S. IP communications, though it is also used by ISPs to detect copyright violations.
