International Telcommunications Union Secretary General Hamadoun Toure has called for a treaty to avert possible cyber war at the World Economic Forum.
During a debate on when a cyber attack becomes a declaration of war, Toure called for a treating that would bind nations to not launch the first cyber attack.
“A cyber war would be worse than a tsunami — a catastrophe. The framework would look like a peace treaty before a war,” he said. Countries should agree to protect their citizens and ensure their access to the Internet, not harbor cyber criminals and commit to not attacking other nations in cyberspace.
The discussion also saw proposals calling for “Internet drivers licenses” and a “WHO for the Internet.’
